Forward and backward sustained cell rate are requested by LE client when setting up multicast send VCC (if using variable bit rate codings).

Signalling parameter that is used by the LE client when establishing the multicast send VCC.
Forward and backward peak cell rate are requested by LE client when setting up the multicast send VCC when using either variable or constant bit rate codings.
